A decision to replace a local University

by a group of Colleges of lesser status, whi

undoubtedly it would be justified by the

standards and resources of the present

institution when compared with those of

other Universities might well be taken to

be a first sign that Britain, recognisang

that her commitments in this part of the

world are now beyond a strength disinished

by the second World War, and was consequently

beginning to draw in her horns.

Sir Mark Young, the Governor of Hongkong,

in evidence given before the Committee was

emphatic that both these results were to be

feared. He was sure that the local Chinese

in particular would be outraged at any such

suggestion, and that the effect on China beyond

the borders of the Colony would be deleterious

to British prestige.

On the other hand, it is the duty of a

Committee such as this to take a long view.

Endeavouring to do so, we are unanimously

convincend

Qoncerned that the danger of the British

Commonwealth being represented, and solely

represented, in the immediate flank of China

by an impoverished institution dignified by

the name of University, but in fact producing

graduates of less than average University
